MADISON, Wis. — State Rep. Amanda Nedweski (R–Pleasant Prairie) on Wednesday criticized the Evers–Rodríguez administration over a proposed Department of Health Services rule that swaps references to “pregnant women” for “pregnant persons,” calling it part of a “radical gender agenda” advanced without legislative oversight.
The change appears in Clearinghouse Rule 25-004, which also replaces “father” with “other parent” in multiple sections. Nedweski said the administration is “doubling down on erasing mothers,” arguing that public health officials are pushing language that “mocks” motherhood and “rejects basic biology.”
What the Rule Would Do
The draft rule recasts phrases such as “pregnant woman” as “pregnant member(s),” “pregnant MA member,” or “pregnant persons,” and substitutes “father” with “other parent” in program language. Assembly Health Committee Chair Rep. Clint Moses (R–Menomonie) held a hearing on the changes, where opponents testified; DHS was invited but did not attend, according to Nedweski.
Oversight Fight In The Background
Nedweski framed the proposal as the administration’s first test of power after a recent Wisconsin Supreme Court decision that, she says, weakened lawmakers’ ability to oversee rulemaking. She argued the executive branch is now using the process “without legislative approval” to move an unpopular policy.

“This rule makes it crystal clear: in the Evers–Rodríguez administration, motherhood isn’t respected—it’s mocked,” Nedweski said. “Once again, Wisconsin moms are being pushed to the side, all to advance a fringe political platform.”

Nedweski represents the 32nd Assembly District, which includes the Town and Village of Bloomfield, Village of Bristol, Town of Brighton, Village of Genoa City, portions of Kenosha and Lake Geneva, Village of Paddock Lake, Town of Paris, Village of Pleasant Prairie, Town of Randall, Village of Salem Lakes, Village of Twin Lakes, and the Town of Wheatland.
