KENOSHA, Wis. — A Kenosha County court commissioner has ordered Jacqueline Niccolai, 39, to have no further contact with the victim in a harassment injunction case, following her first court appearance for allegedly violating that order twice in July.

Niccolai, a licensed professional counselor and former foster mother with a troubled history of arrests, faces two criminal counts of Knowingly Violating a Harassment Injunction, a class A offense under Wisconsin law. Each charge carries up to 9 months in jail and a $10,000 fine, for a combined maximum penalty of 18 months in jail and $20,000 in fines.

Repeated Harassment Alleged
The protected person obtained a harassment injunction against Niccolai in April 2025. Just hours after her July 12 arrest for Operating While Intoxicated, Niccolai allegedly violated the court order by contacting the protected person on social media. One of her public comments—clearly directed at him—stated:
“First of all, it’s an injunction, not a restraining order you fucking idiot… I am responding to … someone clearly retarded. … I am certain you’ll delete this comment because you’re a pussy ass bitch.”

Background of Concerning Conduct
At the time of her OWI arrest, Niccolai admitted to consuming alcohol, Xanax, Vyvanse, and Hydroxyzine before crashing her vehicle in the City of Kenosha. During a prior incident, she was arrested for carrying a firearm while intoxicated and then threatened to kill police officers while violently kicking a squad car window more than two dozen times. Despite those actions, the Kenosha County District Attorney’s Office declined to pursue charges for Felony Threat to Law Enforcement Officer, Disorderly Conduct, or Criminal Damage to Property.
Professional Licensing Scrutiny
A resident confirmed receiving notice from the Wisconsin Department of Safety and Professional Services that Niccolai’s therapist license is under formal investigation. She currently holds credentials as both a Licensed Professional Counselor and a Licensed Professional Counselor – Training Supervisor.
Niccolai is scheduled to return to court on November 5, 2025.

This whack broad came to her restraining order trial dressed like a hooker. She brought a cast of misfits to be her cheering section. I guess the Judge was an ass man, because she lost.
When nobody has the balls to call people out, this kind of behavior becomes acceptable.
