KENOSHA, Wis. – Prosecutors formally filed charges Wednesday against a Kenosha man accused of devising a chilling and methodical plan to kidnap and assassinate an administrative law judge after being denied Social Security benefits. Authorities say the swift actions of an informant and the Kenosha Police Department likely prevented a deadly attack.
