KENOSHA, Wis. — A 35-year-old Kenosha man, Giovannie Garcia, was charged in court today after allegedly leading police on a dangerous high-speed chase through city streets Sunday afternoon before crashing into a utility pole. Garcia, who has a history of domestic violence and a prior drunk driving conviction, was also accused of possessing THC and violating ignition interlock and driver’s license revocation orders. Court Commissioner Michael Masnica ordered a $30,000 cash bail. A preliminary hearing is scheduled for October 21.

Yet another example of how the revocation sentence is not effective: “his driver’s license was revoked from a prior OWI conviction and that he was required to have an ignition interlock device installed — which he did not.” We need to figure out how to enforce it. What if he had hit an innocent person rather than a utility pole?
