TWIN LAKES, Wis. — A 50-year-old Twin Lakes man, John A. Dyrhovd, was charged Friday with stalking and disorderly conduct after police say he spent years shining a bright spotlight and pointing a camera into his neighbor’s home, causing her and her teenage daughter to fear for their safety.

Clearly the police have told him to stop for years. Why will he stop now? What has changed? I feel very badly for the woman and girl because the police/courts appear to have done nothing yet.
It doesn’t sound like they CAN do much from a legal standpoint??
