Kenosha Man Charged With 6th OWI After Crash, Given Only $7,500 Cash Bail

KENOSHA, Wis. — Fernando Garcia, 47, of Kenosha, was in court and charged today with his sixth drunk-driving offense after police say he backed his Honda CR-V into another vehicle late Saturday night on Roosevelt Road and appeared visibly intoxicated. Despite five prior OWI convictions and a .02 alcohol restriction, Court Commissioner William Michel II set Garcia’s bail at only $7,500 cash — far less than what prosecutors urged.

  1. Michels is one of the very worst court commissioners I have ever seen. After 6 offenses, the guy will not change unless you force him to. There should be such a high bail that he cannot get out of jail and then he should go directly to prison and have his driver’s license taken away permanently.
