KENOSHA, Wis. — A Zion, Illinois woman with two prior DUI convictions once again avoided jail Thursday, even after causing a violent 2024 drunken-driving crash in Kenosha while both of her very young children were in the vehicle, and one child in the other car was injured, according to court records. She now stands convicted of a felony — meaning she is officially a felon.

Lisette N. Quinonez, 32, appeared before Judge Jason Rossell (D) on November 6 for a plea and sentencing hearing. In an unusually generous resolution, prosecutors dismissed three of the four charges she originally faced — second-degree recklessly endangering safety, OWI causing injury with a minor in the vehicle, and child neglect. Quinonez pled guilty only to OWI-3rd offense with a minor child in the vehicle, a felony conviction.
Despite the severity of the crash and Quinonez’s lengthy history of alcohol-related driving offenses, Rossell sentenced her to 200 days in the Kenosha County Jail — but with Huber work-release privileges “for any proper purpose.” In Kenosha County, inmates granted Huber routinely receive electronic monitoring, allowing them to go home every night and sleep in their own beds instead of behind bars. With 22 days of credit already applied, Quinonez is expected to serve no actual jail time.
The December 2024 Crash
The criminal complaint describes a chaotic and alarming scene. On December 11, 2024, Quinonez sped through the intersection of Sheridan Road and 52nd Street and slammed her Dodge Durango into a family’s Chevrolet Traverse. The impact was so violent that it ripped a traffic light off its pole, leaving it hanging by wires.
Inside the Quinonez vehicle were her two babies — a 2-year-old and an 8-month-old. The older child was properly strapped in, but the infant was found lying on the floor of the SUV in a car seat that was not attached to the vehicle, according to police.
The child in the other car — a 4-year-old boy — suffered a swollen and bloodied mouth from the crash.
At the hospital, officers documented Quinonez’s slurred speech, glossy eyes, incoherent statements, agitation, and inability to remember her children’s names. She gave shifting stories about who was driving before ultimately admitting she had been drinking. Officers noted her erratic behavior and obvious impairment. This was Quinonez’s third OWI, with prior convictions in 2017 and 2019.
Why the Sentence Sparked Criticism
Even though Quinonez endangered two infants, injured another child, destroyed a traffic light, admitted to drinking, lied to officers, and had two prior DUI convictions, the sentence ensures she will almost certainly avoid actual incarceration.
In addition to Huber privileges, Rossell imposed:
- A $1,200 fine plus costs
- 60 days of DTP or community service
- 48-month driver’s license revocation
- 48-month ignition-interlock requirement
- Mandatory OWI assessment
- DNA sample and surcharge
A Continual Pattern From This Judge
Towards the end of the hearing, one fact became unmistakably clear: Judge Jason Rossell (D) has continued his long-standing pattern of being extremely soft on multiple-repeat drunk drivers — even in cases where a child is injured. Local court observers have repeatedly noted his tendency to impose minimal or non-custodial sentences in cases involving dangerous intoxicated drivers.
Despite the gravity of this crash, Quinonez’s history, and the genuine risk of death to multiple children, she will likely serve her “sentence” at home — not in a jail cell.
With this case, the community is left once again asking why the justice system repeatedly minimizes the consequences for offenders who pose the most serious danger on Kenosha’s roads.

Hopefully, she has realized that it’s time to distance herself from her so called friend’s influence if she wishes to preserve her “magistra/dom”.
