KENOSHA, Wis. — A 46-year-old Kenosha man was charged Friday with possessing child pornography after investigators traced a sexually explicit Snapchat video to an account registered in his name.
Timothy M. Bilger, of the 3800 block of 11th Avenue, appeared in court Friday where Court Commissioner William Michel II ordered a $20,000 cash bail and barred him from using the Internet or having any contact with anyone under 18.
According to the criminal complaint, a CyberTip from Snapchat in January alerted authorities to a user account, “lvchev,” that uploaded a 38-second video depicting the sexual assault of a prepubescent girl. The Internet Crimes Against Children (ICAC) Unit traced the IP address to Bilger’s Kenosha residence.
Investigators executed a search warrant and later questioned Bilger outside his workplace at Kenco Logistics. Police say Bilger admitted the Snapchat account was his and that he had exchanged money for explicit pictures through CashApp. He also allegedly told detectives he “probably deleted” illegal material that may have been on his phone and said he “had suspicions” that some images involved underage victims because “she looked like it.”
The complaint says Bilger confirmed he had seen the specific video that triggered the Snapchat report and acknowledged that it led to his account being disabled.
Bilger faces one felony count of possession of child pornography, a Class D felony punishable by up to 25 years in prison and a $100,000 fine. State law also requires at least three years of initial confinement and a $500 surcharge for each illicit image or video.
He is due back in court on Nov. 21 for a preliminary hearing.
