KENOSHA, Wis. — A search warrant executed this week at a South Side Kenosha home uncovered what investigators described as deplorable, “puppy mill” conditions—rooms and cages overcrowded with animals, foul odors, inadequate food and water, and poor ventilation—leading prosecutors to file 171 criminal charges each against Luis A. Melendez, 44, of Kenosha, and his significant other, Margarita Corazon Arrieta-Alcaide, 37, of Kenosha. Officials say the sheer number of animals and violations discovered inside the residence was staggering, with conditions described as “unlivable” for both people and pets.
