KENOSHA, Wis. — A Kenosha man who avoided jail time last year for felony child neglect — after Judge Jason Rossell withheld a sentence and ordered probation instead — is now back in custody after disappearing from supervision, failing to follow court orders, and reportedly picking up new criminal cases in Illinois.
