According to the owner at that time that was also not the first time. The dog should have been euthanized a while ago. The owner of the dog should be more concerned about the welfare of human family members or the general public than the dog. In addition, dogs do attack because they are undisciplined. If they are scared or confused easily (dumb) and then bite as their first reaction, they are dangerous to other dogs or people and should be destroyed.
