KENOSHA, Wis. — A Kenosha man charged with his 7th lifetime OWI has now been arrested twice since being released on bail, after initially posting a $10,000 cash bond in his felony drunk-driving case and later being released again on a far lower bail — a decision that critics say directly preceded additional alleged violence.
