KENOSHA, Wis. — Patricia L. Hubbard was a mere 63 years old when she was charged with operating while intoxicated as a third offense — back when Barack Obama was president, smartphones still had home buttons, and this author was just beginning his first term as a Kenosha alderman. The alleged drunk-driving crash, involving a Ford Aerostar minivan, occurred just outside that aldermanic district. Now 75, Hubbard is finally back in court after spending more than 12 years avoiding the case that began in late 2013.
