KENOSHA, Wis. — More than seven months after District Attorney Xavier Solis told a young woman and her sister that charges would be filed against registered sex offender Patrick Lee Hell — stemming from conduct that occurred when she was 15 years old — the Kenosha County District Attorney’s Office has declined to prosecute the case, a move that has left the victim and her family furious after the Kenosha Police Department reopened the investigation, developed additional evidence, and recommended at least one felony charge.
