KENOSHA, Wis. — Martin M. Hernandez, 36, of Kenosha, is accused of stealing a work van, being found naked inside the vehicle while allegedly smoking crack cocaine, and later leading law enforcement on a dangerous, multi-agency chase that spanned multiple jurisdictions. Hernandez was charged in court Wednesday, where Court Commissioner William Michel II ordered $50,000 cash bail. He is scheduled to return to court Feb. 12 for a preliminary hearing.
