KENOSHA, Wis. — Court records show that Carlito Ayala, 19, of Kenosha, a person of interest in Wednesday night’s fatal shooting, has spent the past several years repeatedly accused of dangerous and violent conduct — including reckless driving that caused injuries, fleeing police, resisting officers, drug offenses, and illegal firearm possession — yet was never sentenced by a judge to serve a single day in jail or prison.
