KENOSHA, Wis. — A Kenosha man accused of repeatedly battering two women inside a residence described by deputies as filthy and filled with animal feces was charged in court Friday and released on a $1,000 cash bail set by Court Commissioner William “Bargain Bail Billy” Michel II, despite defense attorneys raising concerns about his mental competency.
