PARIS, Wis. — Richard M. Bowen, 43, of South Milwaukee was in court and formally charged Monday in connection with a large-scale burglary and theft scheme at a Kenosha County construction site, with Court Commissioner William “Bargain Bail Billy” Michel II setting a $25,000 cash bail during his initial appearance. Bowen is due back in court on Feb. 17 for a preliminary hearing.
