KENOSHA, Wis. — A 62-year-old Kenosha man accused of violently beating a family member with a shovel was charged Monday and given just a $500 cash bail by Court Commissioner William “Bargain Bail Billy” Michel II, despite allegations that the victim was struck multiple times with the edge of a large red shovel and required medical treatment.
