
MADISON, Wis. — The Wisconsin State Assembly on Wednesday unanimously passed legislation aimed at expanding access to life-saving breast cancer screenings and reducing out-of-pocket costs for women across the state.
The measure, Senate Bill 264, known as Gail’s Law, cleared the Assembly on a 96-0 vote and now heads to Gov. Tony Evers for his signature .
State Rep. Amanda Nedweski (R–Pleasant Prairie) praised the bipartisan support for the bill, saying it helps close an insurance coverage gap that has placed financial strain on women who require additional screening beyond standard mammograms.
“Today, Wisconsin joined more than 30 states—across the political spectrum—in passing critical legislation that lowers costs and expands access to life-saving breast cancer screenings,” Nedweski said. “Breast cancer touches every family.”
Under current insurance standards, routine mammograms are typically covered. However, women with dense breast tissue often require supplemental imaging because standard mammograms can be less effective. Those follow-up screenings can cost more than $1,000, creating financial barriers that may delay early detection .
Gail’s Law ensures that women with dense breast tissue who need additional screening will not face added out-of-pocket costs for those procedures .
“Early detection saves lives,” Nedweski said. “When breast cancer is caught early, survival rates rise and treatment costs drop.”
The legislation is named in honor of Gail Zeamer, whose battle with breast cancer inspired advocates across Wisconsin. Nedweski thanked Gail’s husband, Steve Zeamer, and the Zeamer family for continuing to push for expanded screening access following her death .
Rep. Nedweski represents Wisconsin’s 32nd Assembly District, which includes communities in Kenosha and Walworth counties, including Pleasant Prairie, Salem Lakes, Bristol, Bloomfield, Genoa City, and portions of Kenosha and Lake Geneva.
