KENOSHA, Wis. — A 29-year-old Kenosha man charged with operating while intoxicated for the third time was released from custody Wednesday after Supplemental Court Commissioner Michael “No Money” Masnica ordered a no-cash bail, allowing him to walk out of court without posting any money.
