PLEASANT PRAIRIE, Wis. — Kenosha County Circuit Court Judge Jodi L. Meier sentenced Madelyn Rose Garrison, 26, of Kenosha, to 90 days on work release after she blew a .250 — more than three times the legal limit — and admitted to smoking marijuana before driving nearly 70 mph in a 45 mph zone with her two toddlers in the vehicle, a sentence that underscores what critics describe as the judge’s longstanding practice of not harshly punishing serious OWI offenses.
