Burns, 37, of Kenosha, was charged Tuesday in a 12-count felony animal cruelty case and ordered held on $10,000 cash bail by Court Commissioner William “Bargain Bail Billy” Michel II after authorities say three dogs were living in freezing, unsanitary conditions and one was so badly injured it had to be euthanized.

I was told that the dogs were released back to the owners. Nowhere on here does it say the owners were charged. The owners must have kept the dogs like this. The person who took the 5 month old dog and kept it at his house for 2 days in agony pain needs severe consequences!!
