KENOSHA, Wis. — Court Commissioner William “Bargain Bail Billy” Michel II set a $200 cash bail Wednesday for Karen E. Sarmiento, 45, of Kenosha, after she was charged with operating while intoxicated as a third offense stemming from a late-night traffic stop earlier this month.
