Sex Offender Patrick Lee Hell Charged With Felony Upskirt Recordings of Minor Relative; $10,000 Cash Warrant Issued

KENOSHA, Wis. — A 35-year-old Racine man previously convicted in Illinois of sexually assaulting an unconscious hospital patient is now facing two felony charges in Kenosha County after prosecutors allege he secretly recorded a 15-year-old relative in an invasive manner during a family Father’s Day gathering.

Patrick L. Hell, 35, of Racine, was charged with two counts of Capture an Intimate Representation Without Consent, both Class I felonies. Court Commissioner William Michel signed a $10,000 cash arrest warrant for Hell.

According to the criminal complaint, the alleged incident occurred June 19, 2022, at a family residence in the City of Kenosha. Police say Hell used a cellphone to record video underneath the teen’s skirt without her knowledge while family members were gathered outside celebrating Father’s Day.

The complaint outlines multiple video files connected to the incident. Investigators allege that more than one recording was made that day and that some versions were later edited or altered. Metadata included timestamps from the afternoon of June 19, 2022, along with later creation and deletion dates. Several files were reportedly deleted on Aug. 10, 2022 — the same day Hell’s then-wife confronted him after discovering the videos in his email account.

The teen later identified herself in the footage and told detectives she was unaware she was being recorded and did not consent. She described the discovery as deeply upsetting.

The criminal complaint states the recordings were recovered through Google account data after being reported to police. The case was originally investigated in 2022 and has now resulted in formal charges.

Each Class I felony carries a maximum penalty of three years and six months in prison and a fine of up to $10,000. If convicted on both counts, Hell faces up to seven years in prison and $20,000 in fines.

Hell previously pleaded guilty in Illinois to felony sexual assault involving an unconscious hospital patient while he was working as a respiratory therapist. He received probation in that case.
