WHEATLAND, Wis. — Paul Shannon Kelly Jr., 37, of Burlington was charged Thursday after a violent confrontation with Kenosha County deputies, and Supplemental Court Commissioner Michael “No Money” Masnica set bail at only $1,500 cash during an initial appearance, underscoring the Kenosha County Judiciary's low priority towards people that allegedly cause harm to Law Enforcement Officers. He is due back in court March 26 for a preliminary hearing.
