KENOSHA, Wis. — A Kenosha man accused in a domestic violence case dating back more than eight years was finally taken into custody Thursday, March 19, after Court Commissioner William “Bargain Bail Billy” Michel II previously released him on a no-cash bail — a decision that allowed the case to linger while he remained missing for months.
