KENOSHA, Wis. — A 19-year-old Milwaukee man accused of leading law enforcement on a high-speed chase through Kenosha and Racine counties had his bail cut in half Thursday by Commissioner William "Bargain Bail Billy" Michel II after originally being wanted on a $40,000 arrest warrant issued last month.
