SOMERS, Wis. — An Illinois woman accused of chasing down another vehicle with two young children inside, throwing objects at it, trying to open a passenger door and smashing off a side mirror was given a lower cash bail Wednesday by Court Commissioner William “Bargain Bail Billy” Michel II — just one day after Michel had signed an arrest warrant setting her bail at $15,000.
