PLEASANT PRAIRIE, Wis. — A Kenosha man accused of secretly recording a 13-year-old girl inside a Pleasant Prairie Target and then trying to flee from police was charged Wednesday and released on just a $450 cash bail set by Court Commissioner William “Bargain Bail Billy” Michel II.
