KENOSHA, Wis. — A Kenosha man accused of leading police on a dangerous nighttime chase through city streets at speeds reaching 80 miles per hour refused to leave his cell for court Tuesday, prompting Court Commissioner William “Bargain Bail Billy” Michel II to adjourn the hearing until later this week while setting a $10,000 cash bond.
