Some retired law enforcement officer or maybe a private detective should offer a service where he or she does an electronic sweep of any one’s car for hidden devices. Maybe $50. Maybe a $100.
The technology is available. Just need a person to purchase the necessary equipment and acquire the appropriate insurance and Bonding to assure anyone that as of the day of the sweep there are no devices on the vehicle.
After that moment the liability stops as the bad guy could just do it again.
But if one was found, it would become evidence and that alone might be enough to find and charge a bad guy.
At least the victim could sleep at night.
