KENOSHA, Wis. — An Illinois man is facing felony charges after prosecutors say he ran a red light in Kenosha, crashed into another vehicle, seriously injuring its driver, and then fled the scene for more than three hours before turning himself in. Court Commissioner Alexandra Smathers ordered a $4,000 cash bail Monday after hearing from both prosecutors and defense counsel. The State had requested $4,000 cash bail, while the defense sought a $1,000 cash bail.
