
KENOSHA, Wis. — Prosecutors have charged Raymond A. Cole III, 50, of Kenosha with felony retail theft after investigators say he stole more than $1,000 worth of merchandise from Kohl’s and was identified through surveillance footage, facial recognition technology, store rewards records, and a distinctive tiger tattoo on his forearm. No initial appearance had been scheduled as of Thursday afternoon.
