SOMERS, Wis. — Joseph J. Perroni, 61, of Racine, was charged Thursday with misdemeanor battery and disorderly conduct, both as acts of domestic abuse, after authorities say he repeatedly jabbed his longtime partner with a cane, shook her awake by the head, and threw coffee at her during a disturbance in Somers. Liberal Activist Supplemental Court Commissioner Tracey “Low-Bail” Braun ordered a no-cash bail Thursday despite prosecutors requesting cash bail.
