KENOSHA, Wis. — What is the worst-case scenario when someone charged with serious felonies—including felony fleeing and eluding an officer—is released on a low cash bail? According to prosecutors, it's that they allegedly go out and commit the same type of crime again. That's exactly what prosecutors now allege Angel Johnathan Angeles, 19, of Racine, did by leading Wisconsin State Patrol troopers on another high-speed chase that reached 130 mph, just weeks after his release on a $2,500 cash bond in a similar Racine County felony case.
