New Court Commissioner Releases Man Accused of Breaking Victim’s Facial Bones on No-Cash Bail

KENOSHA, Wis. — In one of his first felony initial appearances since taking the bench, newly appointed Court Commissioner Daniel E. Kellum on Monday released Damian T. Castillo, 23, of Twin Lakes, on a $7,500 no-cash bail despite allegations that he fractured another man's facial bones and threatened a witness into lying to police. The decision offers an early look at Kellum's approach to bail in felony cases. Castillo is charged with felony intimidation of a victim, felony substantial battery, misdemeanor battery, and disorderly conduct stemming from a July 26 incident in the Village of Twin Lakes.
