KENOSHA, Wis. — An Illinois man accused of sending a threatening Instagram message to a Kenosha middle schooler who had a protection order against him was ordered held on $1,000 cash bail Thursday by Kenosha County Court Commissioner Daniel E. Kellum. Amarco D. Rowland-Davis, 21, of Waukegan, is charged with computer message-threaten/injury or harm and violating a foreign protection order. Court records show $582 was posted toward his cash bond Friday.
