KENOSHA, Wis. — A 46-year-old homeless Kenosha man is facing three misdemeanor charges after police say he stole money from a restaurant tip jar and then tried to use the restaurant’s own tip money to pay for his purchase. Court Commissioner Daniel E. Kellum set $1,000 cash bail Tuesday for Billy L. Lassiter, who was unable to appear in court because he had been taken to a hospital for an injury.

The $1000 wasn’t his fine. It was bail. I don’t get why he gets a stiff bail and most get “no cash bail.”
