KENOSHA, Wis. — Donald L. White, 65, a homeless man from Kenosha, was charged Tuesday with a felony after prosecutors say he ran from police, resisted arrest, was found with alleged drug paraphernalia and threatened to kill police officers after being taken into custody. Despite the allegations and a police officer specifically citing White’s “extreme criminal history” and unpredictable behavior, Kenosha County Court Commissioner Daniel “Catch & Release” Kellum released White on a $10,000 no-cash bail Tuesday.
