KENOSHA, Wis. — Oscar O. Higginbottom, 54, of Racine, was charged Tuesday with two felonies stemming from a pair of thefts in downtown Kenosha nearly four years ago, including the burglary of Inner Child Comics & Collectibles and the theft of more than $6,600 in equipment from a neighboring business. Higginbottom faces one count each of felony burglary and felony theft.
