KENOSHA, Wis. — Jacob M. Johnson, 33, of Kenosha, a lifetime registered sex offender classified by authorities as having a high potential to reoffend, is scheduled to be released from prison Tuesday, Sept. 1, after serving a lengthy sentence for a violent 2011 attack that resulted in convictions for attempted second-degree sexual assault by use of force and strangulation and suffocation. Police say Johnson may reside at one of two locations in Kenosha and will be monitored by GPS.
The Kenosha Police Department announced Johnson’s impending release Monday in cooperation with the Sex Offender Registration Committee. Police stressed that the department has no authority or influence over the release or placement of sex offenders in the community.
Johnson has provided the Wisconsin Department of Corrections with two possible residence locations: the 6200 block of 57th Avenue and the 1400 block of 73rd Street, both in Kenosha. Police said he will be subject to GPS and electronic monitoring, lifetime sex-offender registration requirements and additional rules imposed by his supervision agent.
Johnson’s convictions stem from a Nov. 17, 2011, incident at a Kenosha residence. According to the criminal complaint, Johnson, who was 18 at the time, entered a woman’s bedroom after following her downstairs. The woman told police Johnson asked to see tattoos near her chest and later wrapped his arms around her while repeatedly demanding that she kiss him. She repeatedly told him no, according to the complaint.
The complaint alleges Johnson pulled the woman to the floor, grabbed her hair and covered her mouth while she yelled for him to get off her. She told investigators Johnson then squeezed her nose shut while covering her mouth, leaving her unable to breathe for at least a minute and bringing her close to passing out. She said Johnson threatened to kill her.
Johnson allegedly then grabbed the woman’s breasts and squeezed them. When another person entered the room, the woman was able to push Johnson away, but Johnson allegedly bit her forearm before leaving. Police documented red marks on both sides of the woman’s cheeks and a circular mark on her forearm that an officer described as consistent with a human bite.
Johnson gave police a substantially different account, but his own statement included admissions that he kissed the woman’s breast, became sexually aroused, wanted oral sex and wanted to have sex with her. He also admitted biting her forearm after she refused to perform a sex act, according to the complaint.
Prosecutors initially charged Johnson with false imprisonment, strangulation and suffocation, fourth-degree sexual assault, attempted second-degree sexual assault by use of force and misdemeanor battery. He ultimately pleaded guilty to attempted second-degree sexual assault/use of force, a Class C felony, and strangulation and suffocation, a Class H felony. The remaining three charges were dismissed on the prosecutor’s motion.
In February 2013, then-Kenosha County Circuit Court Judge Mary Kay Wagner (D-Ret.), who has long been characterized as an activist and one of the most soft-on-crime judges in Kenosha County history, sentenced Johnson to 20 years on the attempted sexual assault conviction, consisting of 11 years of initial confinement and nine years of extended supervision. Wagner also imposed a six-year sentence on the strangulation conviction, including three years of initial confinement and three years of extended supervision, consecutive to the first sentence.
The extended-supervision portion of Johnson’s attempted sexual assault sentence was later reduced from nine years to 7½ years.
The court also ordered Johnson to register as a sex offender for life.
Police describe Johnson as a white man, 6 feet 3 inches tall and approximately 200 pounds, with brown hair, hazel eyes and a scar on his left wrist.
Police said any alleged violations of Johnson’s release conditions will be investigated and could result in criminal charges. Authorities also cautioned that the public information regarding Johnson cannot legally be used to threaten, intimidate or harass him. Johnson is not currently wanted by law enforcement.

Serious question- this monster might be living at an address that is STEPS away from a school and daycare. How could a sex offender be placed within seconds of an elementary school, daycare and church (literally right across the street)? I thought they had to be a certain amount of distance away from a school?? And how could the Kenosha police not know the exact address he will be living at? How will they monitor him?
I’m sure he’s having a hard time trying to find someone to take him in to their home? Maybe that’s why the exact address is unknown as of now. POS effing rapist!

The two addresses are probably state run halfway houses
The second address is a single family home almost directly across the street from a school and church. The first address is a block away from a popular park, and just a couple blocks away from a larger park and youth sports fields and another larger school. Neither are halfway houses.
They are dropping these degenerates right in the middle of neighborhoods now with no regard to nearby schools and parks.
There is plenty of room 5 miles east of City Hall.
