KENOSHA, Wis. — Kenosha County Court Commissioner Daniel “Catch & Release” Kellum lived up to his nickname Thursday. Kellum caught a big one and threw her right back, figuratively speaking. Krystyna M. Rogers, 36, of Kenosha, is now facing 10 open criminal charges across four separate cases and a maximum of more than 41 years behind bars, including six felony bail-jumping counts. When someone keeps racking up new criminal cases while already out on bail, and the latest case alone brings three more felony bail-jumping charges, one might expect the bail to go up, not disappear entirely. Kellum apparently saw it differently. After Rogers was brought into court in custody on those three new felony bail-jumping charges, Kellum let her walk without having to pay a penny, setting no-cash bail and allowing her to sign a piece of paper and leave.
