KENOSHA, Wis. — Richard J. Vannucci, the 50-year-old homeless Kenosha man who became known as the “Steak Guy” after police said he started a fire outside the Kenosha Public Library to cook a steak, has now been arrested for the third time in about a week. After Court Commissioner Daniel “Catch & Release” Kellum released Vannucci twice on no-cash bail, Supplemental Court Commissioner Tracey Braun on Friday finally imposed a cash bail — $750 — following an incident in which police say Vannucci was found lying nearly motionless on the ground with his pants around his knees and a preliminary breath test result of .32.
