KENOSHA, Wis. — A 33-year-old North Chicago, Illinois, woman accused of driving drunk for a second time, this time with a toddler allegedly riding unrestrained in her vehicle, was released on $1,000 no-cash bail Monday by Kenosha County Court Commissioner Daniel “Catch & Release” Kellum. Kellum's decision to require no money upfront, despite the defendant's prior drunk driving conviction and allegations that she endangered a young child, underscores what critics could describe as his extraordinary tolerance for repeat drunk driving and allegations involving children placed in danger. Jenay M. Howze, 33, is charged with second-offense operating while intoxicated with a passenger under 16, a misdemeanor carrying up to one year in jail.

Why are Chicago and Milwaukee idiots always here? Go home and stay there. We don’t want you here. We have enough drunks of our own.
Just the look on that face makes me want to say, …uuuurp.
