KENOSHA, Wis. – A 63-year-old Illinois man accused of helping steal more than $127,000 worth of merchandise from a Pleasant Prairie warehouse avoided an arrest warrant Thursday after Kenosha County Circuit Court Judge Jodi L. Meier, described by critics as a liberal judge, declined to sign one. Miguel Rojas-Lopez, 63, of Waukegan, Illinois, subsequently appeared before Court Commissioner Miles Hartley, who released him on no-cash bail despite the alleged victim specifically requesting cash bail. The unusual sequence of events also raised questions about apparent changes to the public court record and how the defendant’s initial appearance was arranged.

Rojas-Lopez was charged Wednesday, October 14, 2026, with one count of felony theft of movable property valued at more than $100,000, a Class F felony. Prosecutors allege he worked with another man, identified as Vince Portera, to steal $127,382.03 in merchandise from Arvato Digital Services, located at 11500 80th Avenue in Pleasant Prairie. If convicted, Rojas-Lopez faces up to seven years and six months of initial confinement in prison, along with a possible $25,000 fine.

Judge Declines To Sign Arrest Warrant
Court records show that prosecutors submitted a proposed arrest warrant when the criminal case was filed Wednesday. However, an October 15 entry states that Judge Meier would not sign the warrant because Rojas-Lopez had been making appearances and was represented by an attorney.
“Per Judge Meier, warrant will not be signed as the DE has been making appearances and is represented by counsel; initial appearance to be put on the Intake calendar today at 1:00,” the court record states.
Instead of having Rojas-Lopez taken into custody pursuant to the proposed warrant, arrangements were made for him to appear in intake court Thursday afternoon. According to the official court record, Rojas-Lopez appeared in person with defense attorney Juan Ramirez, while Assistant District Attorney Sarah Norkus appeared on behalf of the state. A Spanish-language interpreter was also present.
The initial appearance lasted approximately eight minutes, beginning at 1:22 p.m. and concluding at 1:30 p.m. Hartley ultimately authorized Rojas-Lopez’s release on no-cash bail, with a condition prohibiting contact with Arvato Digital Services.
Victim Wanted Cash Bail, But Commissioner Ordered No-Cash Bail
One of the more noteworthy details in the court minutes is that the alleged victim specifically requested cash bail. Despite that request and the substantial value of the alleged theft, Hartley ordered no-cash bail, meaning Rojas-Lopez was not required to post money to remain free while his criminal case proceeds.
The court record does not explain why Hartley declined to impose cash bail or what amount, if any, the victim had requested. It also does not identify any additional arguments presented by the prosecution or defense concerning bail. Rojas-Lopez’s preliminary hearing is scheduled for November 10, 2026, before Court Commissioner Daniel E. Kellum.
Questions Surround Court Record And Warrant Decision
The handling of the case also raises questions about the public court record. Kenosha County Eye observed what appeared to be changes to the CCAP entries surrounding the defendant’s initial appearance and the decision not to issue an arrest warrant. The precise nature, timing, and reason for any changes have not been independently established.
It remains unclear whether the entries were updated as part of routine court administration, corrected to reflect subsequent developments, or changed for another reason. The available record does not establish that Judge Meier personally directed any improper alteration or that Clerk of Circuit Court personnel engaged in misconduct.
What is documented, however, is that Meier declined to sign the proposed arrest warrant, directed that the matter be placed on Thursday’s intake calendar, and that Rojas-Lopez subsequently appeared and received no-cash bail despite the victim’s request for cash bail.
Surveillance Video Allegedly Captured Elaborate Warehouse Theft
According to the criminal complaint, the investigation began after Pleasant Prairie police were dispatched to Arvato Digital Services on April 15, 2026, regarding a theft involving two employees. During an internal investigation into a separate high-value theft, the company’s North American security manager discovered evidence of another alleged theft dating back to February 19, 2026.
Investigators reviewed warehouse inventory records showing that merchandise in a particular aisle was fully accounted for during a February 17 inventory count. By February 27, however, a subsequent inventory count revealed $127,382.03 worth of missing merchandise. The company’s security manager then reviewed surveillance recordings from the intervening period.
According to prosecutors, surveillance footage from February 19 showed Portera entering the warehouse aisle at approximately 6:01 a.m. while pushing an empty large bulk container commonly known as a gaylord. Several minutes later, he allegedly emerged with merchandise loaded into the bottom of the container. Investigators say Portera attempted to conceal the merchandise with cardboard sheets, although some product boxes remained visible on surveillance video.
Portera allegedly transported the container to the facility’s maintenance area, where he met Rojas-Lopez. Prosecutors allege Rojas-Lopez helped place scrap material and trash over the merchandise to conceal it before the entire container was wrapped in plastic.
Rojas-Lopez then allegedly transported the concealed merchandise to a loading door, where Portera was waiting with his personal black Ford F-350 pickup truck. According to the complaint, both men manually loaded the container into the truck’s bed before Portera drove away from the facility at approximately 7:04 a.m.
Investigators allege neither man had permission from Arvato management or security personnel to remove the merchandise. The criminal complaint identifies the total value of the stolen inventory as $127,382.03.
Additional Court Action
Judge Meier also denied a motion filed October 14 seeking to seal a victim identification key associated with the prosecution. That ruling appears separately in Thursday’s court record and is distinct from her decision not to sign the proposed arrest warrant.
Rojas-Lopez remains charged with a serious felony involving more than $127,000 in allegedly stolen merchandise. For now, however, he remains free on no-cash bail after a judge declined to sign a proposed arrest warrant and a court commissioner declined to impose the cash bail requested by the alleged victim.
