Liberal Kenosha Alderman Anthony Kennedy Accused Of Seeking Sexual Favors For Financial Help From Transsexual; Publicly Posted Texts Detail $60 Dispute

KENOSHA, Wis. — Kenosha Alderman Anthony Kennedy (D) is facing public allegations from Whitney Cabal, a transsexual who uses the names “Billy Violet” and “Billy LC,” that he provided financial assistance during her divorce and sought sexual favors in return. Cabal published the accusations on Facebook alongside screenshots of messages attributed to Kennedy, referencing KCE’s reporting about his email supporting longtime friend Andy “Sgt. Hard” Berg in a pending felony prosecution.

Kennedy did not respond to KCE’s request for comment. KCE asked whether the allegations were true, whether the published messages were authentic, and whether he would resign from the Common Council. Cabal says she is a man and has described transitioning through hormones and surgery. KCE refers to Cabal as a woman because this publication distinguishes biological sex from gender identity. She published her accusations under the Facebook name “Billy LC.”

Cabal is herself a far-left activist whose activities during the 2020 Kenosha riots were previously covered by KCE. In September 2020, KCE reported on an online interview in which she appeared to condone violence, looting, and rioting, along with her public remarks about texting directly with then-District Attorney Michael Graveley.

Her relationship with Graveley also received scrutiny after KCE obtained records documenting nearly six weeks of text exchanges, some occurring after 10 p.m. KCE’s October 2020 reporting described discussions concerning the Jacob Blake shooting investigation and the unrest, as well as apparent breakfast plans.

In her new public post, Cabal alleged that Kennedy occasionally provided loans during financial hardship surrounding her divorce. She said the assistance came with suggestions of sexual favors and described feeling obligated to participate on multiple occasions. “When I was struggling going through the divorce, he would lend me money on occasion,” Cabal wrote. “But the lending wasn’t free—because he’d suggest sexual favors in return.”

Cabal alleged that she performed sexual acts in connection with financial assistance needed to feed her children and pay divorce-related legal expenses. She also wrote that she repaid every loan except one and had not seen or spent time with Kennedy in more than two years.

Her post referenced KCE’s reporting about Kennedy’s direct email to Liberal Judge Jason Rossell (D) on Berg’s behalf. Cabal criticized Kennedy’s support for Berg and said that support prompted her decision to disclose the alleged encounters. The posted screenshots show Cabal raising the money-and-sex accusation in October 2024, approximately two years before her current public disclosure. The allegation therefore appears in the earlier conversation she supplied, rather than solely in her recent Facebook post.

In a message dated October 16, 2024, at 5:57 p.m., Cabal wrote, “Your first mistake was ever thinking you did or could buy your way into my pants.” She continued, “Your second mistake was thinking 60 dollars would even be enough.” Cabal rejected what she described as an “absolutely diabolical suggestion” and said the recipient would have to recover the $60 elsewhere. In another message, she accused him of changing from someone who previously showed concern for her well-being.

At 9:12 p.m., the contact identified as “Anthony” responded, “oh no,” followed by, “I meant NO disrespect!!!” Another message stated, “I thought I was being funny….” In the continuation of that exchange, the contact described being grateful to have resources to share with people in need. He also wrote, “So I’m not really concerned about the money….” “Please forgive my crass comment as just a lame attempt at humor,” another message stated. The contact described Cabal as a source of comfort and joy during a difficult emotional period.

The following evening, October 17, Cabal sent another message explicitly connecting an alleged sexual proposal to an outstanding debt. She referred to being asked to “‘work off’ this so called debt” and accused the recipient of subsequently pretending the offer had been a joke.

Cabal also alleged in that message that he had sent her sexual-party flyers. The supplied screenshots do not show those flyers or the original suggestion that prompted her objections. On October 18 at 6:44 a.m., the contact responded, “yes well aware,” followed by, “I had no plan.” A longer response stated, “I was joyfully surprised about our interaction. If you decided that part of our friendship was over, ok.”

The messages attributed to Kennedy acknowledge an interaction and include apologies for a comment characterized as humor. They do not expressly admit that financial assistance was conditioned on sexual activity, and KCE has not independently authenticated the complete conversation.

The email that Cabal referenced was sent October 22, when Kennedy approached Rossell on behalf of fellow Democrat and former Kenosha County Supervisor Andrew Allen “Andy” Berg. Kennedy described Berg as a friend of nearly 15 years and urged consideration of his potential for rehabilitation.

Kennedy signed that email with his title as Kenosha’s 10th District alderman. Although he said he was not excusing Berg’s behavior or charges, he expressed hope that counseling, guidance, and community support could help Berg become productive again.

Berg’s newer prosecution brought 22 criminal counts while he was already on bail in an earlier case involving 13 felony charges, including drug-delivery offenses and firearm straw purchasing. The newer allegations include additional drug offenses and 11 felony bail-jumping counts.

Cabal’s allegations also prompted public criticism from community member Angie Aker. In a Facebook comment, Aker thanked her for sharing the account and wrote, “Getting this out in the open is so important.”

In a separate post sharing the message screenshots, Aker connected the disclosure to her criticism of Kennedy’s support for Berg. “Yeah I did used to really think highly of Anthony Kennedy,” Aker wrote, describing how the allegations had changed her assessment.

Aker’s comments reflect her reaction to Cabal’s account rather than firsthand knowledge of the alleged encounters. Kennedy did not provide a response to Cabal’s allegations or explain the messages attributed to him.
