KENOSHA, Wis. — A 43-year-old Kenosha man who previously received a second chance from a liberal Kenosha County judge after being charged with child neglect and drug offenses is now facing nearly identical criminal charges. Daniel Isfan, 43, of Kenosha, was charged Wednesday, November 4, with felony child neglect, misdemeanor child neglect, possession of THC, and possession of drug paraphernalia. The new charges come less than four months after an incident in which police allegedly found Isfan incapacitated inside his home with two young children present, and less than four months after Liberal Judge Jason Rossell (D) dismissed a previous child neglect charge against him. Isfan has been summoned to appear before Kenosha County Court Commissioner Daniel “Catch & Release” Kellum on December 3.
