Racine County DA’s Office Helped Attempted Homicide Suspects Avoid Capture By Leaking Confidential Information: Report

A serious case of misconduct occurred this summer within the Racine County DA’s Office, and Racine DA Patricia Hanson (D) has done a good job covering it up – until now.

Racine residents Tarvis Koker and Tyrone Gister are being charged with their role in attempting to kill a man during a drug deal from June 1, 2023.

According to the criminal complaint, Koker, Gister, and another man met with the victim in the 1500 block of Washington Ave in Racine. The third man got into the vehicle with the victim. Moments later, Koker and Gister fired several rounds at the victim, hitting him. The victim survived. The third man then exited the vehicle with what police think was a large, multi-pound bag of marijuana. The victim then returns fire towards his two attackers. At one point, all three are shooting at each other as the victim left in his SUV.

Investigators were able to identify all three men from surveillance videos. The victim went to a nearby hospital. Koker had just been released from prison for similar conduct in 2019. A soft-on-crime judge, Mark Nielsen and the DA’s office approved of the short, 4-year sentence.

On June 6, 2023, Racine Police investigators executed a search warrant at 932 Center St in Racine, the home of Koker. The suspects were not there, nor was any evidence. Lt. Smith, who commanded the raid, soon learned from a confidential informant that the suspects were tipped off about the raid and were able to leave with the evidence. He told police that a woman who worked at the DA’s office was friends with Koker’s brother, Jeremy Koker. Jeremy was a co-defendant in his brothers 2019 felony case for similar conduct. He also got only four years in prison and was recently released.

Police learned that the Racine County DA’s office employee who they believe leaked the information was a legal clerk. Police theorize Koker called his brother’s friend soon after the shooting and asked for the police reports. She gave the reports to him according to their theory. She also sent copies of the warrant to her friend. The legal clerk was the employee at the DA’s office that drafted the criminal complaints and warrants. According to a report, DA Patricia Hanson herself asked the clerk to author the complaint and warrant.

Racine Police investigators started to inquire about the alleged leaked intelligence. The legal clerk and Koker both were allegedly told to get rid of their cell phones and get new phones and numbers. On June 30, 2023, The legal clerk was fired.

KCE was tipped off about this scandal months ago. We asked Racine CO DA Hanson about this and she told us she had no idea about the leak. We then reached out to the Racine County Sheriff’s Office, who told us that Racine Police were handling the investigation.

We reached out to the Racine Police Public information officer, Kristi Wilcox. She told us that the Racine Police Department didn’t handle any investigation into the legal clerk. We then spoke the Racine Police Chief on a recorded line and he told us the same. At best, he was lied to by Wilcox, at worst, he lied to KCE. We then today received documents that confirmed that Racine did in fact handle the investigation.

If the DA’s office doesn’t know that one of its employees is leaking warrant information to the people named in the warrants, that’s a pretty enormous breach of security, to say the least.
