KENOSHA, Wis. — A Kenosha man already in custody and awaiting trial for a 2023 burglary case was formally charged Friday in a new case involving a violent beating of a fellow inmate inside the Kenosha County Jail.

Ricky J. Neubecker Jr., 34, appeared in intake court before Commissioner William Michel II and was charged with three new offenses: substantial battery as a repeater, battery by prisoners as a repeater, and misdemeanor bail jumping as a repeater. Michel ordered a $20,000 cash bail. Neubecker remains incarcerated at Dodge Correctional Institution on unrelated matters.
He is also awaiting trial in a separate felony burglary case where he is being held on $50,000 cash bail. That case drew public attention last November after an off-duty Kenosha County Sheriff’s deputy reportedly caught him fleeing a crime scene.
According to the new criminal complaint, a Kenosha County Sheriff’s deputy responded to the jail around 5:46 p.m. on June 12 after a reported inmate assault. The victim had visible facial injuries, including swelling, lacerations, and a broken nose confirmed by CT scan at Froedtert South in Pleasant Prairie.
The victim told deputies he had recently been moved to a new housing unit and immediately recognized Neubecker from a previous jail stay. According to the complaint, Neubecker allegedly called the victim a “snitch,” spat on him, and told him to “get in a cell”—a challenge to fight. When the victim refused, Neubecker allegedly punched him 30 to 40 times in the face while the victim attempted to shield himself.
The complaint states that there were no officers in the room at the time, and it took several minutes before staff arrived. A responding deputy later reviewed surveillance video, which reportedly confirmed the victim’s version of events. The victim also identified Neubecker from a booking photo. Neubecker allegedly shouted, “Yeah, I did it!” and “I just got 20 years,” during or after the incident.
The bail jumping charge stems from Neubecker’s release in a separate misdemeanor case earlier this year, where he was out on a $500 signature bond with conditions not to commit new crimes.
Neubecker has a prior armed robbery conviction from 2020, qualifying him for repeater enhancements. If convicted on all counts with those enhancements, he faces more than 15 years in prison.
